To connect to a Windows server, you use the remote desktop app available on all Windows computers, via a protocol called RDP (Remote Desktop Protocol).
To connect to a Linux server, you use an SSH client, such as PuTTY. In both cases, you connect to the IP address of your server, and enter the username (by default, the username is "Administrator" on Windows VPSs, and "root" on Linux VPSs) and the password you specified when you ordered the server.

A Virtual Private Server (VPS) is an isolated software container that has its own operating system and applications as if it were a physical computer.
